You Tube voting to run the local government.

Ok now I'm working on a deal with the guys who did the programing for youtube.
We are creating a system for running a government by the people. We have the rough draft of the revised Town charter that will eliminate the town council but leave the manager and his staff. The manager will get his direction from the people. Registered voters will be issued a Common access Card (CAC) they can log on to the town intranet either from home or from the computer room at town hall. They can then vote on whatever proposals are there. (like or dislike) They can enter their own proposals also using the standard format template. and they can comment on the proposals. There will be a proposal creation section where proposals can be edited by any voter prior to moving to the polling page. and any voter can move the proposals to the polling page for votes. Once the entry gets a majority of the registered votes either for or against it gets moved to the failed or passed proposal bin. The passed proposals will be acted on my the town manager within 30 days. If he is unable to conduct the required action within the time frame he will post it on the guidance needed page with an explaination of why he cannot carry out the voted on action. Voters will have a chance to explain their intent and/or modify the proposal and revote. they can confirm the revote without changing it and if the Town manager is unable or unwilling to carry out the action the town can call for a vote to replace the town manager with someone who can and will carry out the action. Or the voters can thru their lack of action leave it as an unenforced rule.
